How should I configure the emailfilter droplet?

Just upgraded to wb 2.8.2.  Can't find any documentation on how to configure and use the emailfilter droplet.  The default droplet just has the following code in it:

return '';
Sorry if this is a dumb question, but can anyone explain what it does and how I'm supposed to use it?

Hi, you don't need this droplet.
Under Admin-Tools > Frontend Output Filter ... are you right
