Upgrade script STILL overrides and empties config.php

Updating to 2.13.9 R25 is not possible. Every time the upgrade starts, it clears out the config.php file, causing an error.
This happened before, and I used to be able to work around it by setting config.php to 0444, but that doesn't work anymore either.

Ein Update auf 2.13.9 R25 ist nicht möglich. Jedes Mal, wenn das Upgrade startet, wird die Datei „config.php“ gelöscht, was zu einem Fehler führt.
Das ist schon einmal passiert, und früher konnte ich das Problem umgehen, indem ich die Berechtigungen für „config.php“ auf 0444 gesetzt habe, aber das funktioniert jetzt auch nicht mehr.

Never mind, this has been dealt with before, I have gotten a new upgrade-script.php (dated September 6 2025) which does not have this problem. However, this new script is NOT in the zipfile for the latest version....
