No I did not, I checked Ruud's own website and there is no mention of this version there. So although the AddOn-page claims it is a version by Ruud, I don't think it's an official release?

It's an official WB 2.13 release.
If Ruud will provide later a newer version you can upgrade without problems.

I think things go way wrong if Ruud came to putting this statement on his website:

It seems that WebsiteBaker uses their own addons website to publish fixed versions of my modules (while still using my name as developer ?!),

I hope the core developers will be communicating more with module developers like ruud.
Many of his modules make the live easier of wb users.
