Managing " Block2" ?

Hallo,
 after many years dealing with Joomla, I  am - now -look again to WB und finding some  new & excellent  templates.

Looking to NAEBFIYR  or  COREATS   or ALPOR .at   I find a  shifting layer  marked as " Block 2" mostly on the right .

 After downloading /installing   the shifting element is gone.  Only the normal content ist on the left  part.

Questing : How to activating  these  mysterious Block 2.

(In early times  Andreas 3  was coded with fix HTML on div blocks....).

Thanks  for any  hint.
