PayPal going to PayPal home page

Hi,

CMS Version 2.8.3 SP3
Revision 1640
Admin version 1.6

Bakery v 1.70

I have implemented PayPal as a payment option.

I have put in the correct email address,

I've put in the correct return url

I have configured PDT and IPN

When you go to complete the order, it takes you to https://www.paypal.com/home rather than the correct payment page.

Any ideas?
