Hello,
I am using WebsiteBaker for the first time [www.okwuigbo.org] with the 2.8.3 SP1.
I have a problem installing templates and always get the message:
Abort pclzip.lib.php : Missing zlib extensions

Is there ANY solution?

That's not WebsiteBaker specific, it's an issue with an php extension which is obviously not installed. Ask your hoster or server administrator if the pclzip extension could be installed.

As a workaround, you could try to unzip the template zipfile on your local computer and upload the whole template directory via FTP into the /templates/ folder. Then click on Add-ons > Advanced, check the checkbox "Templates" and click "reload".  After that, the new template will be listed in the templates selection at general options and page options.

But you will not be able to install extensions the easy way neither, but only via FTP and then Add-Ons > modules > advanced > Run install.php. So it ist strongly recommended that your hoster / server admin solves the issue with the missing pclzip extension.
