Hey I'm starting work first time on a project..want to apply template on it ..Please suggest some source from where I get templates..

The best source for brand new, individual templates is the own brain and the own phantasy.
Copy-paste is a bit stupid technique for lazy people only. 

On the other hand you should explore existing templates and learn to understand the HowToDo's from it. Then you are able to create your own, really personal templates.

To be creative means to be unique.

There are many template sites, most are in German language. Just google.
Of course the ones that are already mentioned, but also http://WebsiteBaker-template-shop.de/ , http://www.escpro.de/esc/WebsiteBaker/templates.php or http://WebsiteBaker-template.de/ - but not all templates at these sites are for free.

Yes, you are right. But to make a good template is not easy at all. It needs long practice, knowledge of colours, layout (that has nothing to do with computers but with design theory like "golden ratio"), text, making photos, illustrating, ...
To make a template is not learning about CSS and HTML - that's just the technical knowledge you need.
Like a musician needs to play his instrument - but he also needs to be creative to record the next studio album.
So I think it's better to use a good template and customize it - except you are fit in design and webdesign.
