Any recomendations on web hosting companies out there?

I have seen everything from $1.99/month (5 yr contract) with webhostingpad to other sites at $8/month.
Understand I get what I pay for, but is there really much difference in all of the companies out there?

Currently using Readyhosting and looking for a new proiver due to some bad customer support and major speed issues.  However.. Other reason is they have windows based servers and WebsiteBaker works better on an Apache server vs windows.

Need:
PHP 5
MS Access database (Long term project of converting everything over to MySQL, but stuck with access for now)
FTP
Email
Email Forwarding

Extras I want:
Subdomains
Apache based servers
Edit HTC
Edit PHP.ini
U.S. based servers
Local customer service

There are no people who can give sound advice, since no one knows all the hosting companies and offers. So the best you will get are recommendations that are probably very subjective, and therefore rather useless.

In general you get what you pay for. Cheap hosting in general gives bad support, much downtime and other errors, all kinds of restrictions, and bad security.

There are several respectable and a lot of crappy hosting comparing sites where you can find user reviews. Bear in midn that many of them are not objective, and related to some hosting provider, but there a few big ones that are objective, and have many reviews. Check them out.

If you want to edit php.ini you'll need a VPS or dedicated server, and those never come cheap. And if they do, they are crap.

I will lock this thread to prevent useless discussions about particular providers, and annoying spam.
