Adding a collection of items to the shopping basket

We have a shop site that sells various pieces of software and hardware. What I would like to do is create a few pages which ask the users some questions about their site and needs and then recommends a software and hardware combination for them. At that point I would like to add the whole set of products to their shopping basket and jump to the shopping basket. Now I can do the questionairre and product recommendation bit easily enough, I can even add products to a shopping basket and jump into it easily enough. What I can't do is know which order to create or update. Everything appears to be based on the orderid in the bakery tables but is their any way to know which orderid is being used by a customer or to create one from outside of the standard shop system and then jump into it if it does not already exist?
