Image Handling in Framework?

Is there an image handling section in the framework?

It seems to me that every module I look at with image processing has its own method for uploading and resizing images, this seems like the sort of thing that could be standardised in the framework?

Actually there is a small function that allows creating a thumb from a jpg image.
It is probably added for a special purpose, but not good enough if you need to do flexible resizing of any imagetype.

It might be an idea for future versions, but it will not be used in older modules.
Probably even newer modules (developers) will not take the risk to create modules that "do not work" in older WB versions and include their own image processing anyway.
