Use SET NAMES to enable correct Character Set handling

Hello,

there were several postings about usage of the SQL-Statement "SET NAMES" in class.database.php in the last few years. All of them wrote how to add SET NAMES to the framework, but no one offered a solution on how to upgrade from an non-SET-NAMES installation to an SET-NAMES-aware one (that is: how to convert the database, if necessary).

Over the last days I tried to figure out a possible solution for this issue. Please read more here about:
