Offer payment options based on country

For my client I'd like to have the option to limit payment options based on the country the order must be shipped to.

In this case: for the Netherlands, Belgium and Germany all options should be available but for ALL other countries NO payment option should be available. Instead, the shop should 'only' send an order to the site-owner. The site should inform those customers that the order will be processed and that the seller will contact them about definite pricing and shipping costs.
 
Any idea how this could be implemented?
