MOVED: Add JQuery plugin to LibraryAdmin?

I found a plugin that toggles menus. http://code.google.com/p/js-menu-toggle-adder/

Can I install it through the LibraryAdmin  or do I have to install the plugin manually?

If I can, do I just upload it in the JQuery tab or is there some changes that need to be made to the files? If so, is there instructions on how to do this?
