Title: Right place for proposals?

proposals for medules/templates.

Sorry for answering so slowly.
Just use the Module (https://forum.WebsiteBaker.org/index.php/board,7.0.html)/Template (https://forum.WebsiteBaker.org/index.php/board,8.0.html) forums for proposals. The descriptions includes "discuss them (ideas, etc.)".

A German forum is not really chosen, but take here the "Templates, Module & Co." one. But I would use the English ones because you reach more people.
