I've granted different users access to be able and add/edit pages on level 4. Once they add pages they are added as tabs http://cforum.co.il/ru/pages/glavnaja/obschiny-v-gorodax/beehr-sheva.php (http://cforum.co.il/ru/pages/glavnaja/obschiny-v-gorodax/beehr-sheva.php). This is one template that uses if else to display different content on different pages.
