I'm currently building my own theme and was wondering if there was any guides for making menus with a colour change on hover and that show subpages when you hover over the "parent" page.

The things that you are asking sound like CSS questions. Simply set the CSS of the menu's HOVER to do what you want in terms of text color, background color, background image, or child visibility. Check any of the CSS sites for reference.
