Tools to edit the All CSS template

I use text editor for CSS and dreamweaver for html to edit locally then upload them via ftp. You will need a local server like xampp to view the results on your local computer before uploading. Dreamweaver also works well for editing CSS.   

Luckyluke:
You can use Topstyle. They had a free "lite" version.
