missing template file warning.html.php in line (1213) updating to 2.13.1

Tried updating to 2.13.1 and received the following error under PHP 7.4

There was an uncatched exception
missing template file warning.html.php
in line (1213) of (/framework/class.wb.php)

Not sure how to fix.  Please help.

A few questions
1. have you already applied the latest patch (r114)?
2. where does the error occur?
2.1 Install
2.2 in the BackEnd
2.3 in the FrontEnd

Have a look in folder /templates/DefaultTheme/templates/ if file warning.html.php exists.

I have installed the patch r114
It appears just after installation on both front and back ends.
Not sure how to fix.

warning.html.php does exist in the DefaultTheme/templates directory.
I am still unsure what the problem is.
