Updated DUTCH language file for WB 2.11

but why not a simple information about this? if i know, somebody work's on it, it's possible to wait a short time for the result   :wink:

please write a short comment about the file version you started in the file above. It is not possible for us to replace a file without control 1:1.

I did translations on earlier versions. Feel free to just e-mail me if you need new files to be translated.
