Yes, you are right. But to make a good template is not easy at all. It needs long practice, knowledge of colours, layout (that has nothing to do with computers but with design theory like "golden ratio"), text, making photos, illustrating, ...
To make a template is not learning about CSS and HTML - that's just the technical knowledge you need.
Like a musician needs to play his instrument - but he also needs to be creative to record the next studio album.
So I think it's better to use a good template and customize it - except you are fit in design and webdesign.
