Maybe I can clarify this a bit.
We should not just change one file in a package that is published as a package. This MUST be done with a proper version upgrade.
If this is not done, nobody will know what version (and by that what bugs or security issues) is running on his/her server.
If "the project" would create a new version for just this fix, we would make a statement to all other bug-reporters and developers that their reports and fixes are not important.
The current SVN version has lots of fixes and changes that MUST be tested before it can be published as an official version. There are many many websites running on Website baker, and they need to be sure the package they download has followed the correct procedures (DEV/RC1/../RCx/STABLE) and is believed to be a good working package.
Although I agree this fix must be made available as soon as possible, we must not close our eyes for standard procedures in releasing packages. This is not bureaucracy, it is the only option to distribute software to a (any) large community.
Since we unfortunately do not have a procedure for hot-fixes built in the WB package there is no other option than providing the fixed (single) file as a download and give the instructions how to modify the existing installation.

That is why I made the suggestion (4 weeks ago) to name it 2.8.0a and clearly explain what the difference is to 2.8.0

This is nonsense in my personal opinion.
You require new users to find and download 2 zip archives and merge them themself.
It would be better to merge them before download. No need to include other changed files.

I respect your opinion. There is a lot to say for that point of view.
My request to you is to respect my (and others) opinion too.
We all have the same goal.
I am (better we are) not in the business to make WB worse or to scare people away, so please allow others to have a different view than your own.
